Research Method
Source-first, attribution-first.
1. Identify the proposition
Separate a factual allegation, legal argument, procedural ruling, administrative response, and final adjudication.
2. Preserve the source
Where possible, link the proposition to the decision, order, transcript, correspondence, regulation, or other original source.
3. Characterize carefully
Do not describe an allegation as a finding. Identify disputes and contrary positions where material.
