Hearing Officer Profile

John V. Robinson

VDOE Case No. 25-112
Record limitation. The currently indexed project materials contain later descriptions of the Robinson proceeding rather than a complete Robinson final decision. The claims below therefore remain attributed to the Parent.

Parent's constitutional and IDEA theory

After the first VDOE 25-112 proceeding ended, Hearing Officer John V. Robinson presided over a reassigned proceeding involving the same student. The Parent alleges that disputes over jurisdiction, scope, and procedural limitations again resulted in substantial issues being narrowed or dismissed before complete evidentiary development. The Parent's due-process theory is that repeated procedural disposition deprived A.N. of a meaningful and timely merits determination concerning IDEA, Section 504, and FAPE.

Concrete evidence presently identified

Same case stream. The Motion to Expand the Administrative Record in VDOE 25-175 expressly identifies VDOE 25-112 as having proceeded before both Aschmann and Robinson.
Dismissal before full development alleged. That motion states that Robinson dismissed the complaint without ruling on pending motions or developing evidence despite unresolved disputes. A later civil pleading similarly alleges that substantial portions of overlapping IDEA, Section 504, and procedural issues were dismissed or declined on jurisdictional or procedural grounds before full evidentiary development.

Alleged procedural manipulation

The Parent alleges that reassignment should have supplied a path to reach unresolved merits issues but instead another layer of procedural gatekeeping prevented full factual development.
