Frank G. Aschmann
Parent's constitutional and IDEA theory
The Parent contends that Hearing Officer Frank G. Aschmann used jurisdictional and procedural rulings in VDOE Case No. 25-112 to narrow interrelated IDEA, Section 504, and ADA issues before the educational merits were fully developed, failed to resolve or acknowledge material pending motions, limited compulsory process, and later failed to provide the certified administrative record sought for judicial review. The Parent's theory is that due process was impaired both by restrictions on development of the administrative record and by obstacles to meaningful judicial review.

Alleged procedural manipulation
The Parent alleges that jurisdictional fragmentation, failure to decide pending issues, evidence restrictions, and the later record-transmission dispute created a procedural loop in which substantial educational claims were narrowed administratively while review of those rulings was itself impeded.
